A major Victoria 3 game update 1.3.5 is available to download on PC(Steam). According to the official Victoria 3 patch notes, the latest update adds new character interactions for demobilizing generals, added events for Haiti’s indemnity crisis, refined targeting and wargoals for unification plays, and improved persistence of interest group traits. Apart from this, today’s Victoria 3 patch 1.3.5 also includes various bug fixes, while balance adjustments and performance optimizations are implemented, along with modding enhancements and bug fixes.

Previously, a major Victoria 3 update 1.0.6 added various quality-of-life changes and fixes. Unfortunately, players have been experiencing several issues with the Victoria 3 save files. Today’s Victoria 3 patch 1.3.5 will address a few of these issues.

Victoria 3 1.3.5 Patch Notes – June 26, 2023

Improvements:

  1. New Character Interaction for Demobilizing Generals:
    • Generals must have been mobilized for at least 6 months.
    • The cost of mobilization remains but decays for up to 4 months after demobilization is ordered.
  2. Added Journal Entry and Events for Haiti’s Indemnity/Debt Crisis:
    • Included the starting Journal Entry ‘An Odious Debt’ for Haiti.
    • Events related to the Haitian indemnity/debt crisis are now present.
    • The decision for Haiti to cancel its French indemnities is moved into the Journal Entry.
  3. Expanded Targeting for Unification Plays:
    • Unification plays now target all countries holding relevant states, excluding supporters, allies, or subjects of the initiator.
    • Unification plays can now target Great Powers.
    • Italian unification tends to target Austria for Lombardy/Venetia.
    • German unification tends to target France for Alsace-Lorraine.
  4. Individual Wargoals for Unification Plays:
    • Unification plays now generate separate wargoals for each relevant state, instead of a single umbrella wargoal.
    • Initiating a unification play results in the annexation of all unification supporters.
  5. Changes to Opposing Side in Unification Plays:
    • The opposing side in a unification play now receives a ‘Cut Down to Size’ wargoal against the initiator.
  6. Improved Persistence of Active Interest Group Traits:
    • Active Interest Group Traits no longer deactivate until Approval is significantly different from the cutoff, reducing notification spam.
  7. Petition and Law Interactions:
    • Petitions no longer trigger while a law is enacted that the government already favors.
    • Reduced impact of the Petition Journal Entry timing out if the law enactment process is already underway.
  8. Added Flag Canton Definitions:
    • Flag canton definitions are now present for Germany, the Dutch East Indies, and the Paris Commune.

Interface:

  1. Political Movement Display for Agitators:
    • Agitators now show the political movement they support or will start/join in the character panel.
  2. Toast Notification for Agitators:
    • Players receive a toast notification when an agitator appears in their country.
  3. Exiled Character Notifications:
    • Exiled characters now send notifications to all diplomatically relevant countries.
  4. Early Demobilization Alert:
    • An important action alert notifies when characters can be demobilized early.
  5. Claim Notifications:
    • Countries are now notified when a claim is gained in a region they have land in.
  6. Exiles Notification Group:
    • Created an Exiles notification group and added it to the Message Settings.
  7. Tooltip Improvements:
    • State infrastructure derived from population now displays its cap properly in the tooltip.
    • Character Interactions now display their cooldown time without requiring a tooltip.
  8. Bug Fixes and Improvements:
    • Fixed issues with revolution animations in the outliner.
    • Added missing modifier icons.
    • Low Training Rate alert at war triggers based on the actual negative training rate modifier.
    • Added empty states in the tooltips for State Infrastructure and Usage.

Balance:

  1. Agitator Popularity:
    • Agitator Popularity now amplifies existing support of political movements instead of generating support from scratch.
  2. Improved Industry Banned Law:
    • Halved tech penalties exclusive to Production tech.
    • Added 50% private construction allocation.
    • Increased agriculture throughput by 10% in all states.
    • Reduced expected SoL (Standard of Living) by 10% for all populations.
  3. Adjusted Army Training Rate:
    • Reduced army training rate to 20 per level for all Political Movements, except 10 for Irregular.
  4. Demand Changes:
    • Reduced demand for Fine Art, especially by richer populations.
    • Increased demand for Services, especially by richer populations.
    • Fixed a typo in pop needs script to make Services more substitutable for Fine Art as intended.
  5. Petition Journal Entry Timing:
    • The reduced impact of the Petition Journal Entry timing out is now scaled based on the progress made in enacting the law.

Performance:

  1. Optimization:
    • Optimized building particle graphics for better performance.
  2. Pop Consolidation:
    • Scaled pop consolidation parameters based on the current number of pops in the world to improve late game performance.
    • Added a Game Rule to control the degree of pop consolidation.

Modding:

  1. Modifier Support for Journal Entries:
    • Journal Entries now support modifiers, which propagate to their countries while active.
  2. Law Preference Trigger:
    • Added the prefers_law trigger to determine if a character or interest group prefers one law over another.
  3. Unique Traits for Interest Groups:
    • Interest Groups can now be given unique Traits per country, both at startup and during play, using the set_ig_trait effect.
  4. Event Target Link:
    • Added the currently_active_law_in_group event target link to refer to the currently active law in the same group.
  5. Modifier Types for Radicals/Loyalists:
    • Included modifier types for Radicals/Loyalists gain at low/high Legitimacy.
  6. Additional On-Actions and Effects:
    • Added on_actions for on_mobilized_general and on_demobilized_general.
    • Added demobilize effect for character scopes.
    • Added mobilization_cost compare trigger for character scopes.
    • Journal Entry database types now have modifiers_while_active functionality.

Bugfixes:

  1. Journal Entries for Newly Released Countries:
    • Fixed a bug where newly released countries did not have any Journal Entries.
  2. State Religion for Released Countries:
    • Fixed a bug where released countries would always adopt the state religion of the releaser, instead of being specific to revolutions as intended.
  3. Secession Progression:
    • Fixed a bug that prevented secessions unable to progress above 0% from disbanding.
  4. Graphics Settings in Main Menu:
    • Fixed a bug that caused a crash when switching graphics settings in the main menu after returning from the game.
  5. Liberate Country Wargoals:
    • Liberate Country wargoals are now mutually exclusive only if they have conflicting released states.
  6. Autocracy Transition:
    • Autocracies now properly transition into single-party states.
  7. Exiles in the Exile Pool:
    • Agitators exiled by AI now always end up in the Exile pool.
  8. Revolutionary Movements:
    • Fixed a bug where movements could become revolutionary without any Interest Group support.
  9. Hidden Map Objects:
    • Fixed an issue where hidden map objects would expose themselves after changing graphics settings in the main menu.
  10. Revolutionary Coups:
    • Coups are no longer inheritable by revolutionary countries.
  11. Prediction of Exile Political Movements:
    • Fixed a bug in the prediction of which political movement exiles would start, correcting the incorrect indication that they wouldn’t start a movement.
  12. Revolutionary Movements with Reduced Radicalism:
    • Fixed a bug that caused revolutionary political movements to remain revolutionary even when their radicalism dropped. They are now turned back into regular political movements when radicalism is too low.
  13. Springtime of the People Journal Entry:
    • Springtime of the People Journal Entry is no longer inheritable by revolutionary countries.
  14. Agitator Role Compatibility:
    • Agitators now leave political movements when given roles incompatible with the agitator character role.
  15. Scope Errors and Event Fixes:
    • Fixed scope errors in In the Hands of the State and Agitator events.
    • Leaders of French republics are now properly called the President.
  16. Submarines and Carriers:
    • Submarines and Carriers now have a per-level training rate penalty instead of being unscaled.
  17. Law Enactment Tooltip:
    • Updated the tooltip for Law Enactment to mention the chance of the law passing on the next checkpoint during the last phase.
  18. Expand Building Tutorial Check:
    • Added a check to the Expand Building Tutorial to ensure the selected building can actually be expanded.
  19. Head of States Selection:
    • Head of States in Parliamentary Republics are now selected based on their Interest Group’s Clout, including Voting Power, rather than raw Political Strength.
  20. Officer and a Gentleman Event:
    • Fixed a case where the Officer and a Gentleman event could target a character who had not been sent away.
  21. Government Petitions:
    • Fixed an edge case in government petitions that caused error log spam.
  22. Exiles Events:
    • Fixed an issue where exiles events would cause error log spam.
  23. Error Log Spam:
    • Error log no longer spams with [RandomizableValueFloat.GetValue] while in multiplayer.
  24. John French Recruitment:
    • John French can now be recruited as a General starting only in the year he began his military career.
